This is particularly true in Europe, but the effects are global. On my worst days I sense civilisational exhaustion.<br /><br />With this government the effect is exaggerated by what is a 'crisis of competence' amongst cabinet ministers. All governments have lost cabinet ministers along the way, but Labour put its best foot forward by including those who are no longer around the table. The pool is looking increasingly shallow.<br /><br />So yes, Winston is being Winston, and perhaps we should be thankful rather than engaging in remorse.
